IMPORTANT: Make sure you use the config settings in the post below!!
This game has some CD-Audio Tracks so make sure you have the original CD if you want those to play.
I chose a full installation. It will install the game to ie. E:City2000. Do not change the folder name!!
Run Instvesa.exe and choose K for Tseng (Press Shift+K)
To start the game type VLON.bat
Game runs 100% for me with the exception of the minor glitches described in the post below.
Works With 0.74 (2017-03-12 03:58)

This game works perfect with 0.74. The only issue is about 3 of the images inside the airport at the start have some black bars across them and one is completely black. I think those image files were corrupted on the cd (scratched cd) as I get the same issue when playing on real dos. I've walked around all over the place in the game and can't find any more bad images so game works 100%.
To install see the post above!! And use these settings in dosbox config:
[sdl]
fullscreen=true
fulldouble=false
fullresolution=original
windowresolution=original
output=ddraw
autolock=true
sensitivity=100
waitonerror=true
priority=higher,normal
mapperfile=mapper-0.74.map
usescancodes=true
Use machine type svga_et4000 instead of svga_s3 inside DOSBox config file.
Then run INSTVESA.EXE (included with the game inside LONDON subdir) and choose K for the Tseng Lab VESA driver. Note that you have to press Shift + K !
From now on always start the game with VLON.BAT only !
These settings actually work for my system (Windows XP SP3, NVIDIA Geforce GT 9400) maybe you have to try other combinations for your machine.

Major video problems when you get into the game. Initial startup of the game is fine.
