Ultima III: Exodus can be run under DOSbox on Windows XP. I tried the version from the Ultima Collection and it required the use of the included moslo program to be playable.
Edit: Reducing the cycles to about 300 should work better than moslo. Also, note that the 320x200 based CGA composite mode that the PC version of Ultima III was made for is not emulated by DOSBox as of August 2009. The game might look better (and includes music) under an Apple, Commodore or Atari emulator.
